MINUTES OF MEETING
SHARON BOARD OF HEALTH
APRIL 12,2010

A meeting of the Sharon Board of Health was held on Monday, April 12, 2010, beginning at 7:30PM at the Sharon Town Office Building.  In attendance were Andy Stead, Chair; Suzi Peck; Jay Schwab.  Also present was Sheila Miller, Town Nurse and Jim Andrews, Health Agent for Engineering

APPOINTMENT:
Sheila Miller was present to discuss her request to reduce the hours of her position as Public Health  Nurse from 35 to 25 hours per week.  Most of the 10 hours per week (over 25/week) had been spent on emergency preparedness, LEPC, etc…  – perhaps others can assist with some of the workload associated with emergency preparedness?  Clinic hours, employee wellness programs, camp inspections, mentoring student nurses, attending Region 4A monthly meetings,  etc…  will be continued.  The Police Chief will be consulted re Police Officer Mike Hocking possibly assisting with Tobacco Compliance.

VOTE: (Peck/Schwab) At 8:00pm motion was made to go into executive session for purpose of discussing personnel issues.  Vote was unanimous.

VOTE: (Peck/Schwab) At 8:15pm motion was made to go exit executive session and return to open session of Board of Health Meeting. Vote was unanimous.

VOTE: (Peck/Schwab) Unanimously to reduce Nurse hours from 35 hours per week to 25 hours per week.  It is the intention of the Board to maintain the 10 hours per week for possible nursing hours and emergency preparedness responsibilities.
Vote was unanimous.
David Nelson: 10 Massapoag Ave, Sharon
Rebuilding his deck and moving placement of stairs.  Has asked for a variance of performing a Title V inspection as needed required per BOH regulation Article 7.

Should non habitable space include the situation presented before us (replacement of stairs on deck), then the Board would waive its requirement for Title V inspection since the current system is only 3 years old and has been regularly pumped. This situation is unique circumstance.
VOTED: (Stead/Schwab) unanimously to approve the waiver from performing a Title V inspection.  

Testing and Inspection Requirements of I/A systems.  Will postpone discussion until full board is present.  Focus will be on single family systems not commercial.

Minutes:
VOTED: (Schwab/Peck) Minutes from the March 22, 2010 Board of Health meeting were unanimously approved,  as amended.
Dog Ban at Town Beaches.  This discussion was postponed until full board is present.

Operating a semi-public/public bathing beach
VOTED: (Stead/Peck) unanimously to hold a hearing to discuss implementation of fees for the purpose of operating a semi public/public bathing beaches.  Also to hold a public hearing on May 10, 2010 for the purpose of establishing a fee of $150 to operate a semi public/public bathing beach., as recommended by DPH.  

CORRESPONDENCE:
From Garcia, Galuska and Desousa re: Sharon Middle School septic pipeline from Middle School to High School.  Board would like further information on possible implications, both financial and funding for maintenance of pipeline.  A reminder should be sent to the Sharon Middle School and its engineers for them to get on the Agenda ASAP.

Miscellaneous:
The Board noted receipt of a letter from resident David Shore asking about volunteer opportunities.

Concern with warmer weather approaching that people will begin swimming in the lake.  Lake testing begins week of May 24, 2010.  Signs should be posted informing swimmers that they swim at own risk as water quality testing is not being performed.  Signs should be posted at each end of Memorial Beach.

VOTED : (Peck/Schwab) unanimously to adjourn at 9 P.M.
