Hunters Ridge - Earth Removal Permit Application
The Board has received an application for an Earth Removal Permit at 155 & 157 North Main Street.  A public hearing will be advertised and a notice to abutters will be sent.  The following is a Memo sent to the Board from the Assistant Town Engineer on this subject:

SUBJECT:        Earth Removal Permit Review for Hunter’s Ridge
The developer of Hunters Ridge (Hunters Ridge Realty Trust) is applying for a special permit for earth removal under Article 12A of the Town of Sharon General By-Laws.  The Engineering Division has reviewed the application as to form (that it meets the requirements of the by-law) and the calculations of volume submitted.  It should be noted that the development is currently under appeal and any approval for removal would be dependent on the applicant winning the pending appeal before the court system.
The filing fee and application have been submitted, as required.  The applicant has submitted seven copies of the plan that delineate the areas impacted.  Computer analysis of the site and calculation of the cut/fill volumes has been performed.  
I have reviewed the cut/fill numbers provided by the applicants sub-contractor, Lantoni Corporation of Framingham, MA and have determined that the site has approximately 84,000 cubic yards of excess material.  The applicant’s cut/fill calculations were performed utilizing Winex Pro, which is software program that can be used to determine volumes of cut and fill.  The pre and post-construction contours were input and the software compared both surfaces and determined cut and fill requirements on the site.  The request for a maximum removal of up to 84,000 cubic yards is based on the calculations submitted to the Town of Sharon Engineering Division of the Department of Public Works.  The figures do not exceed the overall excess material calculation of 84,000 cubic yards, which is the figure calculated when existing contours (elevations) are subtracted from the proposed contours (elevations).  Roadway construction fill will probably be required and use of loam on the site will probably reduce the excess fill number from the total of 84,000 cubic yards.  Therefore, the Engineering Division considers the quantity of soil requested for removal (84,000 cubic yards) to be a maximum earth removal number acceptable based on the estimate of the quantity required to construct the development as approved by the Planning Board.
The Engineering Division recommends that the Board of Selectmen verify the proposed route of all truck traffic.  Truck traffic should be restricted to North Main Street.  84,000 cubic yards of soil will require 2800 trips by a 30 yard dump trailer and passage through Cheryl Drive and Lantern Lane would be unacceptable for the requested volume of truck traffic.
The heavy truck traffic will have an impact on traffic in the area and the roadway outside the site will need to be swept clean at least once daily of all debris carried into the street by truck traffic.  Any large deposits that could impact safe motor vehicle passage will need to be cleared from the roadway immediately.   If a removal permit is approved, the permit should specify that the Town Engineer has the right require clean-up of the roadway at any time he deems necessary and a contact phone number will be provided to the Town Engineer, so he can make requests as needed.  The hours of activity for earth removal trucking should be clearly specified in the permit and be limited to ensure safe passage for children at the Chabad Center.  The hours of operation already in the Planning Board approval require the following: “Heavy equipment shall not access or leave the construction site during hours when school children are normally arriving at or leaving school.”
In the event that the contractor determines that removal in excess of the permit is required, an additional earth removal public hearing before the Board of Selectmen will be required.
