The office of the Town Accountant is responsible for the examination of all books and accounts of all offices of the Town entrusted with receipt, custody or expenditure of Town funds. The Accountant approves all bills and payrolls before payment is made by the Treasurer. At any time, the Accountant may disallow in whole, or in part, any claim which is deemed fraudulent, unlawful or excessive. In such cases, the Treasurer shall not pay any claim or bill which has been disallowed.
